Huocheng lies in the Ili valley of northwestern Xinjiang, close to the Kazakh border, in one of the greener and better-watered parts of the region. The county town is small, and the surrounding valley is agricultural, with grassland rising to mountains on either side.
The Ili valley is known for its lavender fields, which flower in early summer and have become a considerable domestic draw. The nearby Khorgos border crossing is a major overland trade point with Kazakhstan, and the grasslands and mountains of the valley are the regional landscape.
Buses and taxis serve the county town, and reaching the valley's lavender fields and grassland needs a hired car. Travel in this region can involve permits and documentation checks, so current requirements are worth confirming in advance.
Early summer is the obvious time, when the lavender is in flower and the grasslands are green. Winters on this side of the mountains are long and cold, and the valley is milder than most of Xinjiang.
